Entrepreneurs without a qualifying treaty country or advanced degree often assume they have no options. The International Entrepreneur Rule (IER) grants parole based on venture funding or federal grants.
The Regulatory Framework
Under 8 CFR § 212.19, foreign entrepreneurs holding at least 10% equity in a startup formed within the last 5 years can qualify for parole by securing $311,071 in venture capital or $124,429 in government grants.
