The Regulatory Framework
Under 31 CFR Part 800, foreign investment into companies handling sensitive technology or personal data can trigger review by the Committee on Foreign Investment in the United States (CFIUS). Export Administration Regulations (EAR) control technical data sharing regardless of citizenship.
